License Plate Application of Guangdong, Hong Kong and Macao Cross-border Non-operating Vehicle
With the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), the economic cooperation among Mainland China, Hong Kong and Macao has been further deepened. The number of land border checkpoints is increasing and the traffic heavy, making cross-border vehicle management particularly important. In order to promote personnel exchanges and economic and trade exchanges and to better serve the construction of GBA, Guangdong, Hong Kong and Macau jointly launched measures to optimize the quota management of cross-border non-operating vehicle.
Requirements for Commercial Vehicle
- Vehicle length less than 6 meters
- Eight-seat-or-less small vehicle (driver included)
- Non-operating vehicle

The validity period is 1 year; after expiring, the quota can be extended for 1 years through application if the quota holder still has the relevant qualification,No need to submit Tax Payment Certificate. |

| A Guangdong enterprise which had a tax payment of RMB 1,000,000 yuan in the previous year can apply for a commercial vehicle quota for Hong Kong entry and exit. | |||
| Remark: The requirement for the previous year's tax payment no longer distinguishes between mountainous areas and non-mountainous areas. At the end of each year, adjustments are made according to quota consumption, checkpoint capacity and the average taxation level of enterprises in Guangdong Province and the adjustment range is no more than 20%. | |||
| Talent | A CAS (the Chinese Academy of Sciences) or CAE (the Chinese Academy of Engineering) Member who works in Hong Kong / Macau, current President of a Hong Kong / Macao university, or a Hong Kong, Macau, Taiwan or foreign resident holding the Guangdong Superior Talent Card A can apply for one commercial vehicle quota for mainland entry and exit. | The validity period is 5 years; after expiring, the quota can be extended for 5 years through application if the quota holder still has the relevant qualification. |
