China (Fujian) Pilot Free Trade Zone

The China (Fujian) Pilot Free Trade Zone (hereinafter referred to as “Fujian Free Trade Zone”) emphasised the enhancement of cross-strait economic cooperation, with “opening to Taiwan” and “comprehensive cooperation” as its main features. Being the frontier area of cross-strait exchanges, the zone, which adopts early implementation policy and pilot scheme in the aspects such as investment access, trade facilitation of goods and expanding service industry opening, is the first place to achieve liberalisation of goods and service in trade in the region.

Scopes of Implementation

The Fujian Free Trade Zone consists of the Pingtan Area, Xiamen Area and Fuzhou Area, covering 118.04 km².

Functional Positioning

By taking advantages of early implementation of reform and creating an internationalised, marketised and legalised business environment, the Fujian Free Trade Zone has been established as a pilot area of reform and innovation; by leveraging the benefits of the relationship with Taiwan and advantages of facilitating the process of investment and trade liberalisation with Taiwan region, the zone has been built as a demonstration area of enhancing cross-strait economic cooperation; and by making use of the advantages of the frontier area opened to the world, the zone has been created as a core area of the 21^st century Maritime Silk Road and a new highlighted area of opening and cooperation for countries and regions along the Silk Road.

Division of Functions

• Pingtan Area: Focusing on developing common homes for cross-strait and an international tourist island
• Xiamen Area: Highlighting the development of cross-strait emerging industries and the demonstration area of modern service industry cooperation, southeast international shipping center, cross-strait regional financial service centre and cross-strait trade centre
• Fuzhou Area: Emphasising the development of the base for advanced manufacturing industry, the communication and cooperation platform for countries and regions along the 21^st Century Maritime Silk Road, the demonstration area of cross-strait service trade and financial innovation cooperation
