Conpak Featured in the Department of Justice's "Hong Kong's Professional Services Supporting Chinese Mainland Enterprises Going Global", Recognised for its Professional Services in Assisting Mainland Enterprises with Compliant Overseas Expansion
Against the backdrop of the Mainland China's continued high level opening up, Hong Kong, leveraging its unique systemic strengths under "one Country, Two Systems", has been playing a pivotal role as a "super connector". The "Hong Kong's Professional Services Supporting Chinese Mainland Enterprises Going Global", compiled by the Department of Justice of The HKSAR Government, was officially published on 9 July 2026. Conpak has been successfully featured in this edition, owing to its outstanding practices in the areas of Overseas Direct Investment (ODI) filings and cross border tax advisory services.
Hong Kong currently has almost 2,000 practising CPA firms, and only 15 of them were selected for this edition. Conpak is deeply honoured to stand out among them. This recognition underscores the dual acknowledgement of Conpak's professional competence by both the government and the industry, and fully demonstrates its market leading position in serving Mainland enterprises in their cross border operations.
Conpak's Sharing Case: Assisting a Shanghai Shipping Enterprise in Completing a US$9.99 Million ODI Filing and Securing 0% Hong Kong Profits Tax Rate
With the demand for "going global" continuing to rise, Conpak has assisted over 200 Mainland enterprises with ODI filing. To expand its ocean freight business, a Shanghai-based enterprise established a wholly-owned subsidiary in Hong Kong as a core hub for its international ventures. Conpak helped the client complete an ODI filing and a capital injection of up to US$9.99 million into the Hong Kong subsidiary, ensuring compliant outbound remittance of funds and successful equipment procurement to set sail.
Under the Inland Revenue Ordinance, where a person carries on a business as an owner of ships in Hong Kong, the relevant sums derived from international traffic, such as freight charges and charter hire, are exempt from profits tax. Conpak assisted the client in optimising its business processes to ensure they satisfy the definition of a "resident of Hong Kong" or that the business is "normally managed or controlled" in Hong Kong, thereby legitimately achieving a 0% profits tax rate. Furthermore, Conpak helped the client leverage the Comprehensive Double Taxation Arrangement between Mainland China and Hong Kong to reduce withholding tax on the repatriation of funds back to the Mainland.
